"Copernicus: European eyes on the Earth" (Copernicus) is the European Union's Earth observation program. It is an operational program based on existing research infrastructure and knowledge in Europe and elsewhere. It offers information services based on satellite Earth observations and in-situ (non-space) data. It is carried out in partnership with Member States, the European Space Agency (ESA), the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT), the European Center for Medium-Range Weather Forecasts (ECMWF), EU agencies and Mercator Océan.
The program is managed by the European Commission.

Copernicus Climate Change Service (C3S)
The Copernicus Climate Change Service (C3S) provides information on the past, present and future climate in Europe and elsewhere in the world. It is one of six thematic information services provided by the Korenik (Copernicus) Earth observation program. C3S provides climate data and information on climate impacts across a range of topics and sectors through the Climate Data Collection (CDS - Climate Data Store). CDS is designed to allow users to tailor services to specific public or commercial needs.
C3S builds on climate research conducted by the World Climate Research Program (WCRP) and responds to user requirements identified in the Global Climate Observing System (GCOS). C3S is an important source of data for Global Framework for Climate Services (GFCS). He carries it out European Center for Medium-Range Weather Forecasts (ECMWF) on behalf of the European Commission.
