Financing Cities Adaptation to Climate Change through Public-Private Partnerships and Corporate Social Responsibility (LIFE CITYAdaP3)

The starting point for the LIFE CITYAdaP3 project is the fact that a large part of the municipalities affiliated to the CoM – Covenant of Mayors – see a lack of financial resources as the main barrier to the effective implementation of climate-change adaptation planning.

This is where the project comes in, whose main objectives are:

  • To involve the EU private sector in the financing of urban adaptation in two ways: i) by developing public-private cooperation programmes between companies and local authorities; ii) by integrating climate change adaptation into Corporate Social Responsibility (CSR) issues.
  • To strengthen the CoM through the implementation of Sustainable Energy and Climate Action Plans (SECAPs).

The main actions to achieve these objectives included:

  • Designing PPP models transferable to other EU cities to enable private sector financing of climate change adaptation.
  • Implementation of adaptation measures in four EU municipalities.
  • Involvement of the private sector in the implementation of action plans.
